The server is starting or shutting down and can’t take the request. A 503 is never stored for idempotent replay.

What to do

Retry in a few seconds with the same Idempotency-Key. Another instance, or this one after it restarts, will take it.

The message is for a person and can get more exact over time: branch on type and code, never on the message.
