Owners only, in the Console: admin keys can’t release the brake. The reason is required (3 to 280 characters) and goes into the deed. Agents stopped one by one stay stopped. Seals org.started_all. Idempotent: when Stop all is off, returns 200 unchanged with deed: null. Needs the Deedglass-CSRF header.
